Given the look that the reindeer is giving the officer, I surprised that the reindeer hasn’t decided to give the officer a swift kick.

I suspect the tale here concerns government restrictions of personal freedom. Problem is: if Santa IS breaking the law, he does need the ticket. But it would be an aerial law, not a traffic one, so the cop has no jurisdiction.

Unless he means the reindeer have to be quarantined before entering the country. I wonder how long that takes!
