    Our high school (in PA) was designed for air conditioning. Very few windows that opened – and those that did were pretty small. But budget was tight, so no AC was ever installed. So could get hot at start/end of school year.

    I work in a “Historical Building.” You can’t fix anything to modern standards as it ruins the historical nature of the building. So, we sit and wait for it to fall down so it can be replaced.

    At Fort Leavenworth, KS, practically every building is ‘historic’ but they are all still in use. The Artillery Barracks was remodeled as a research facility — lots of computers, etc. To get permission from the historic society to fix the inside, they ended up building a cement box inside. The building is beautiful to look at, just don’t try to see in or out the windows because they don’t exist.
