How detailed can the Pentagon get of making a simple chocolatey dessert? (As for the elephant’s skin, at least they didn’t say another of the sort in the Little Golden Book story “The Shaggy Baggy Elephant.”)
The Pentagon has a “Mil Spec” for everything the military buys. I once saw the mil spec for pencil clips. It was written in 1935 and revised 8 times since then. An incredible waste of taxpayer money considering they have thousands of these!
As for the brownie recipe… It not only covers brownies, but other similar preparations including chocolate covered brownies, oatmeal brownies, etc. Also, there are special considerations for the survivability of the finished product under extreme conditions.
Jeremy Whitsitt at the Department of Defense Combat Feeding Directorate why all the fuss:“One thing we like to say is, ‘What would happen if you cooked a meal, stored it in a stifling hot warehouse, dropped it out of an airplane, dragged it through the mud, left it out with bugs and vermin, and ate it three years later?’” If it were a military meal, Whitsitt says, it would still be edible and maybe even tasty.
The brownies, if baked in accordance to the “specification … approved for use by by all Departments and Agencies of the Department of Defense,” are made to last years, if necessary. But how tasty are the hardy treats? Penny Karas, owner of the bakery Hello Cupcake in Washington, D.C., made the brownies and concluded: “It’s not so great.” Another taste tester said, “Yeah. They’re awful.”
