Oh, that is SO common these days. I’d call it “kidding on the square”, but often it isn’t even that. It’s definitely meant exactly as spoken, but then people try to put a fig leaf on it by saying, “It’s a joke, son”. They’ll even get angry when you don’t accept their crap excuse.
