Racing odds are not based on the number of horses running. Any odds are possible because it is based on the amount of money bet. For example, in a two horse race, if someone bet $1000 on one horse and someone else bet $1 on the other one, then the odds would be 1000 to one against the lower wagered horse (not considering the tracks cut off the top).
In a four horse race with bets of $1000, $500, $250, and $1, the odds on the first horse would be 7 to 4 and the last horse would be 1750 to 1.
