Five years doesn’t seem to be long enough for a place like Endtown to have been constructed, even with the urgency of necessity. So it seems to me that a substantial portion of it must already have existed, in anticipation of an event like WWIII.
If Mallard was able to secure this facility so quickly and equip it and make everyone at home, I wonder if he had something to do with the plague and the war and made preparations for them. Like Sparkplug, he could have been an instrument, but unlike Sparkplug, he did something about it.

That’s what I’ve been assuming, also that we’ve probably already seen him in sparkplug’s flashbacks.
