Technically, it is only murder if done on the streets, or outside of at least following the form of the law. Of course, there are many politician who have much to answer for in that regard. Not all killing is murder, and not all justice is just.
unless it is done by a police officer and then it is justified – even to an unarmed naked veteran, a black man running away from them, someone inside their own house looking out a window - then it’s not “murder” – I felt threatened – if you feel threatened all the time maybe you shouldn’t be a cop. and Tazing someone holding a 1 yr old child. OMG what if you missed !!
