If one of the cars is going downhill, it’s supposed to back up. I don’t recall any regulation saying how far it’s supposed to back up. What if it’s 10 miles and the uphill-facing car only had to back up 100 feet? Any takers?
I’d go by color and use the rainbow as my template.. the car color that is closest to the top (of the colors in the rainbow).. has the right of way. Mind in black and white it does get tricky with frequent crashes.
