The only time we see him without it is when he swaps identities with Pooh Bear in an episode of “The New Adventures of Winnie-the-Pooh” called Luck Amok. Even then, it is revealed that he wears a white undershirt beneath his distinctive bodysuit.

This isn’t breaking the fourth wall. They would be breaking the fourth wall if they said “We’re cartoon characters, of course we always wear the same thing!” This doesn’t mention them saying anything about them being in a cartoon world, only about them wearing a similar shirt.
