The state is paying families $30,000 to house a felon for a year -- fraction of what it costs to imprison them annually!! KK: !! How "low risk"? Clovis: No worse than Gunther!! KK: Oh dear!!

All right; if they’re actually low-risk (which is easy to believe, given the absurd number of people incarcerated over minor, non-violent drug offenses) why not just put them on parole or probation, and have them check in every month?
