When a bank offers to lower your mortgage rate, they increase the balance by thousands, and go through weeks of paperwork, when it would be perfectly legal to just make single sheet of paper, signed by both parties, to change the interest rate.
Our electric-water-sewer bill in our small town now has $50 of charges before you even use a Kilowatt of electricity or gallon of water. This is due to the new water treatment plant they built, called debt payments on the bonds they sold.
