Even this premise is wrong. Alabama use to have an Eighth Congressional District, but it currently has only seven. Due to the state’s population not growing as rapidly as other states the state of Alabama lost the Eighth District in the reapportionment after the 1970 census.

I checked, there isn’t any 16th District in Minnesota either.

Um Alabama_Al – It’s Michigan, not Minnesota. And no, they don’t have a 16th district either since 2003. The current Rep of the 15th used to be the Rep of the 16th and is actually the longest serving member, being in Congress since 1955. In the 70 years the 16th was in existence, it only had 3 Reps, none of which were women. District boundaries are redrawn every 10 years (what’s being done again this year), so you could change districts without moving. I hereby nominate this for the Most Obscure Comic of 2011. It makes no sense on several fronts.

Perhaps the point is that, with reapportionment every decade, the congressional representatives are just as transitory as professional athletes.
