Then there are the states that used their tobacco lawsuit money to subsidise tobacco farmers.

Although still claimed to be “rolling in money”, the tobacco industry in the U.S. is down to $18.4 billion (2016 numbers – the latest I found published)… so Mr. Butts was right to be bummed…
