The director of Social Security actually said something like this to me in the 80s. Smokers are really perfect, because they pay into social security all their lives and just about the time they are about to qualify they get an inoperable illness that kills them fairly quickly. TOngue in cheek but also true. However, medical improvements over the last three decades may have changed that equation since people with lung cancer are now treated and take longer to die.
