I believe the concrete “parks” of the 70’s were a response to the failure of the pipe-dream of the previous generation of city planners that grass-filled parks would uplift and improve the population.
I hope the current generation of planners has learned that simply having a lawn or simply being a park is not reason enough for people to want to use a park (at least not for legal pursuits).
