If we want to be really technical, there never was a five-second rule—if it falls on something that’s could contaminate it, it’s going to get contaminated pretty much instantly.
Bleeker could use a pocket-knife or similar attachment to get the 3/4 of the ice cream scoop that didn’t touch the ground back into the cone.
