If he still has symptoms, he should remain in quarantine. These tests are known to give up to 20% false negatives. Get another test. How do you think a cruise ship with everyone tested before departure can have 24 cases after returning from a one-week cruise? (True story from last week)
Having a similar issue with my mother-in-law. She went into the hospital with pneumonia and was discharged with a clean bill of health. But she liked all the attention she got in the hospital and now claims she’s too weak to do anything for herself. My wife’s sister is going crazy waiting on her.
It reminds of the time I had a fever and thought that I had COVID. The test was a hassle, I stayed home for a week. After that, the test was negative. (Turned out to be a cold.)

Very early in the pandemic I had a scare because one day I did not feel, good
I called in and at the time the policy was a mandatory 7 days without symptoms before I could return to work
It wasn’t covid, I was fine the next day
I spent a few days reading and a few days on household chores
Just an extra vacation that tapped my accrued sick pay instead of vacation pay
