Although I prefer over the top, I wouldn’t think the toilet paper itself would care, considering that it gets treated the same either way.

For some it depends on if the paper has a design printed on it…

Any design is printed on the outside, which means that you don’t see the design if you hang the paper over the back. I told my son about hanging the paper over the back for little kids (something my father insisted on), but he says that his 15-month-old son just picks at the edge of the paper so that it looks like it was chewed by an animal.
