According to the guy who invented the roll for toilet paper – the answer is OVER – —- According to Google Patents, drawings filed by Wheeler back in 1891 show rolls of toilet paper hanging over — not under.
Any design is printed on the outside, which means that you don’t see the design if you hang the paper over the back. I told my son about hanging the paper over the back for little kids (something my father insisted on), but he says that his 15-month-old son just picks at the edge of the paper so that it looks like it was chewed by an animal.
