As far as I can tell, Pett has it exactly backward, but though I get his joke, I think it’s not funny. The ordinances are mostly to the effect that one person may not be treated differently than another based on “natural” hair style. Aimed mostly at allowing afros, dreads etc but presumably allowing Sikh practices and (alas) comb-overs.
