Wonder what museum? Enquiring minds want to know. --On a related note, here in SW Florida we are very short on police. There are a LOT of empty police cars parked on the side of the roads where people often speed. (Supposedly a deterrent and to scare drivers?). Maybe it works with tourists and snowbirds, but we full-timers know this trick.
Art insurance is very expensive. And on a not too separate thought, it is not uncommon for art students to sit in front of some painting they like and paint a copy of it. Someone many decades ago who was very very good at that painted the Mona Lisa, stole the real one, put his in its place and then proceeded to paint and sell more copies to people who of course could not ask anybody to authenticate theirs. It took awhile for the Louvre to catch on that the real one was gone, but they did and they got it back from him.

I know of at least one “Red Light Camera” sign that is just a sign as well.
