Honestly, Len might have the right idea, in the sense it’d be better than the art student. They really should’ve hired a business tech student (or the such) instead, someone who’d have some knowledge already of how a business would want/need for their website.
Knowing this is an older strip, nowadays, it’s extremely easy for a non-technical person to create a website, everything is templated, you click and go.

I made one once for our division. It was not very creative. Looked like it was made by a third grader, but it worked.
