I think it has to do with the amount of rain. A light shower is feeling the rain. A deluge is getting wet.
Contrary to popular opinion, it doesn’t rain much in western Oregon. We get drizzle. Just enough to be annoying if you wear glasses and forgot your hat.
I just read an article that believes Roger Miller coined the phrase and Bob Marley helped popularize it.
My mother used to say, “A little rain won’t hurt you. You’re not sugar; you won’t melt.” We humans are packaged in a waterproof container.
