Leaf blowers are used here even when there aren’t any leaves on the ground. I think that they are actually vuvuzelas, and the noise is the point.

I call them dust blowers. Air Pollution Control calls them particulate blowers. Either way, they are stealing traditional jobs from our teenagers.
