Actual scientific studies by sociologists have demonstrated quite conclusively that people can’t tell when they’re being watched, and feelings that they’re being watched are completely unrelated to whether it’s actually happening. That said, it’s clear that some people DO think they can tell, so it makes for good cartoon fodder.
