That is how city agencies work, the people who run the street sweeper are not the same ones who pick up the garbage and the people who run the power grid do not run the natural gas lines. So yes ice removal is a different agency.

I change the bird bath water at least 2 times a day when the water can reach freezing. Same with the feral cat water bowls.
