“Device” is IMHO a fuzzy and inaccurate term, and reflects the fuzzy and inaccurate thinking which runs rampant in our military and security agencies. A sewing machine is a “device”. “Bomb,” on the other hand, makes it pretty clear what the builder had in mind.
Well, Orgelspieler, that is exactly the point. The military knows exactly what it is but they don’t want us to think about it too much. So they use the “fuzzy” term as you describe it. Calling it a bomb might make us think we could be killed by the silly thing. The military can’t have us worrying about that now can they?
