I agree with merrymarg. Why would he think that this is actually the headquarters? I think it’s a dropoff point. They wouldn’t let a mere courier know where the real HQ is.

All GPS can tell elevation above sea level as long as they can “see” at least four satellites (one for each dimension, and one for time of day.) More than four should be easily visible.
To know which floor it’s on would take knowing at what elevation he started and where he ended up, and knowing how many feet per floor. All of that’s pretty straightforward as long as he doesn’t forget that there’s probably not a thirteenth floor.
Also, older GPS satellites don’t have enough power to be received inside buildings. But I think the newer models do.
Isn’t the Blue Circle’s membership comprised of a varity of business men of different big companies with similar private covert objectives ? And that out of an abundance of caution wouldn’t meeting sites likely be rotated regularly ?
I’d buy into RayC’s take on that one.
The explanation on the “effectivemess” of the GPS satellites is appreciated.
