The dog I had as a young teenager would always leave nose prints and paw prints on my window, waiting for me to come home from school. From the outside, looked a lot like Snoopy in third panel.
Reason they ran a strip from 1959 instead of 1964 is that the strip following Linus on the sidewalk was a date strip. What I mean by that is that is very clear from the language that they are talking about July 3, 1964.

A 1964 Peanuts episode gets snubbed out today for a 1959 episode! I remember this 1959 Peanuts strip rerun before – back in 2006!
