Is the current population before you arrive x + 1? When you get there the population will be x + 1 + c, and then when you leave the population will be x + 1 again.
Unless the population before you arrive is x, and after you arrive is x + c, and when you leave returns to x. Since you have not passed the sign yet, the sign should then show “Population x” (or if the condition of the first paragraph is true, “Population x + 1”).
