The question is, if Phoebe did it then why is she still carying the pen around hours or days later … and why hold it behind her back instead of sticking it in a pocket? That pen should have wound up in a dumpster in the next county after being wiped clean of prints, melted down and run through a wood chipper.
There are three possible contenders (so far) who know Eileen’s code, I doubt that they all write the same. Compare the handwriting with samples written before the event.
