Although many may disparage smoking…. the fellow is smoking in what is meant to be a societally approved fashion… for this legal behavior. Therefore, the REAL issue is the rudeness of Burl (as usual) being his obnoxious, rude self. Perhaps Julie meant this comic to strike more of a chord because Burl seems to be a majority opinion these days…. not being tolerant of a person engaging in a LEGAL habit in the fashion approved of by general society and legislation (smoking outside by a placed ashtray). Perhaps all the anti-smoking ZEALOTS…. who are the people who are hostile towards smokers… are whom Julie is mocking today? Please do not get me wrong…. people may dislike smoking… that is fine… but to be utterly hostile and rude to a fellow who is FOLLOWING THE RULES….. that is WRONG to do even if you dislike the behavior.

Actually there was an artical in the Daily Herald today….. that focused on smoking and the law…… It said that there have been no arrests in 25 precincts polled in northern Illinois… zero……. for smokers violating the code…….I think this is qujite a positive statement….. made by smokers good behavior….. and should be greatly appreciated by all non-smokers……. So you are right and….. Burl is rude…….. Even Joy knows it…………..
