It’s great! Even a minor character like Wilkins the Rat [Opossum?] gets his own personality [to say nothing of his own name!]
That’s the mark of a good writer, where even [what would be in the hand of a lesser writer] a throwaway, support character [there only to fill a role], is given the respect due to a human being; the acknowledgment that it is a being with its own personality and history; and the time and effort is taken to find out [or develop] just what that being’s personality and history are.

Wally was at least willing to listen which bodes well for his possible involvement. Many a movie hero has had to suffer the ire of his lady love because of going off to some dire situation. Says a lot for the epic nature of this toon.

As for Wally’s expression, I expect that it’s largely befuddlement. He’s spent all of his time Topside, so he’s never been exposed to Endtown bureaucracy. He’s never been “summoned” before and has no idea what the words “special mission” mean. Holly probably recognizes them to be “(in)voluntary death sentence”.
