Since we have already seen that our subject has a serious flaw in that he is willing to not just play both sides of the law, but actually commit crimes to further his mission, his judgment in selecting the targets of his activities is in question. For further reading on the subject, we refer you to the career of the Batman (B. Wayne, Class of ’39, Dean Emeritus). Police have a hard enough job as it is; the last thing they need is your misadventures further gumming up the works.
