There is always significant unemployment whenever there is a shift in one of the sources of money. Just as blacksmiths were put out of business by the auto, mecanization of industry is putting auto workers out of jobs. It would not surprise me to see school teachers disappear in favor of full time on line courses for children. Change is inevitable, and change brings casualties.
I don’t know who “they” are who “blamed 25% unemployment during the Great Depression on automation”; maybe the same people who use cartoons and novels for insights on employment and automation.

When government sets the rules businesses work by and those rules favor outsourcing, then naturally businesses, having only their shareholders interests at heart, will outsource.
