Engineering 101 – dig the round hole deeper and shove the box in end-wise. Hopefully so he is on his head.
Government 101 – keep digging more round holes all over the place till the box will fit in. fail to backfill holes and claim it is part of another contract.

I would never have believed there were so many people who would actually try to figure out how to get the square peg in the round hole. Amazing!
