In the background is Charles Dickens’ David Copperfield and I’m assuming that The Strand is the monthly magazine that closed down in 1950 after 59 years. It was famous for fiction and some innovation so in puzzles.
Top con job: the mark is eager to be conned! Auntie Bea can hardly wait to give Public all he wants and then the kitchen sink, too. In fact, the con is going so well, that there actually seems to be no compelling need for Silver Nitrate at all. Maybe Madame Thorndike will exhibit some more responsible (though still gullible) behavior once it comes to closing the deal….
Since when did Dick Tracy comics feature white collar crime? I can’t imagine Public Domain or Silver Nitrate or his barefoot sister punching their way out of a paper bag much less shooting it out with the cops.

She really wants him to sell it to her. It should be easy, but I know they will mess up somehow.

Guessing that copy of “The Strand” relates to a certain detective Sherlock Holmes.

She is so all fired eager she acts like she will take it without really studying it. She must have dealt with Public Domain before.
