They use their administrative privileges to manipulate this information without arousing suspension. They then show up to put the fire out and have some BBQ.

The artwork in the third panel is really good. Shows us what Velda is seeing.
Panel 1 showed another car following them, and now you see the (out of focus) lights in the rear-view mirror.
And she must be standing up in the fourth panel. (the car no longer moving)

Before this, there was screaming and gunfire. Walt didn’t appear to be carrying a gun. And even enraged, and large, he is not bulletproof.
