Sadly you cannot hug a child in this day and age without getting in trouble. A good friend of mine lost her job for hugging a girl that tripped and cut her knee.
I used to keep a couple of sleeping bags at work, when I worked in Chicago. If it snowed during the afternoon, the rush hour traffic took three hours longer than my one hour drive home, so I just slept at work.
Why would the teacher be scared? It would be unpleasant to be stuck in the school but there is nothing dangerous about it. It’s not a tornado or a hurricane.

It’s nice that Elizabeth is allowed to rest beside her big brother. Having a sibling nearby is comforting in such a situation.
