It irks me to no end when I get caught up in that situation and you have to wait interminably for someone to answer, listening to that message and then the machine hangs up on you so you have to start over.
Former customer service rep here: one of the purposes of the phone system is to weed out callers who aren’t serious enough to put up with the phone system, thereby reducing the number of calls they actually need to spend money dealing with.
