The fourth funnel on the Titanic was just for show. There was no boiler underneath it.
In WWI the Germans had a surface raider (read cargo ship with deck guns) that carried a spare funnel that it would mount (or not) to confuse people sighting and reporting the ship.
22’ diameter by 62’ or so, assume 5 ft3 per person would hold more than 4500 people or more than twice the total number of passengers and three times the fatalitiesyou would need a sort of 3D webbing to support them, toilet facilities, forced aeration, some food and water while awaiting pick-up, but it would have been doable

Normally, that kind of funnel doesn’t readily fit through the front door . . .but what do I know about ‘normal’?
