I think it’s more the ‘yowza!’ remark which makes it sexual harassment in this case. But i (being a woman) wouldn’t be feeling harassed by this, but i think that may be different for other women.
did he try to have sex with her? did he ask her out repeatedly when she firmly said no?. did he keep bothering her wanting a date ? if the answer is no then he did not sexually harass her. and if she does not like that staement she can always tell him to shut up. and please dont give me that she is to scared to speak up for herself. that just shows weekness.
If I am rocking a sweater, compliment me. If the sweater leaves much to be desired, iggy me. And Drew IS rocking that sweater dress and should be complimented! However, in this case, the yowsa lost me and made me determine to watch out for him in the future. I would have said thank you, and made moves out of his area and made sure I stayed out of his pathways in the future.
But why should anybody pay compliments on clothes at work? I’d be creeped out if a woman said the trousers I wore looked good on me. And if she was my boss, I’d be sweating – not knowing what she was hinting at . A nice compliment would stop at “you look good”, and maybe followed by ‘the vacation suited you’ or ‘you seemed well rested’ or something. If not, even the ‘you look good’, repeated couple of times, can be ‘leading’. (Unless of course, s/he is saying that to everybody around, which would dilute it as such).

Confusion with this sort of thing is why many straight men are extremely reluctant to compliment a woman in a work environment.
