Early skateboards used the same or similar wheels that were on roller skates. In the 1960s, it was decided skateboards were dangerous, and use of them became rare. Then, someone replaced the wheels with ones made of polyurethane.
Yeah, those original ones were noisy, too, but that was part of the appeal. And then there was Jan & Dean: “Grab your board and come sidewalk surfin’ with me.”
I don’t think the joke was about riding the board per se; everyone seems to be overlooking the wheel wobbles in the second panel right before the wheel pops off. “Oh yeah, that’s why this thing was being stored in the garage!” Easy enough to fix so long as you remember to do it.
