I think you folks are mixing up the strip with the animated cartoons. The adults speak normally in the strip but in the cartoons they sound like muted horns.
In the earlier days of “Peanuts,” adults often spoke “off-camera,” but it was usually in the Van Pelt household. The “waa waa waa” was invented solely for TV.
This is the first time I see actual words said by an adult in Peanuts, although according to the link Skywatcher68 provided, is not the first time. Usually one would see some of the children staring at an adult while (s)he speaks.
In the few animated cartoons I have seen, the adults always did the trombone sound, except for one where Peppermint Patty had to figure skate and Marcie made her a denim costume, wich turned out awful. Don´t even remember the name of the TV special or show episode.
Charlie Brown’s mother speaks in the November 7, 1950 strip. From off-panel she says “Charlie! Charlie Brown!”. This is the earliest example of which I’m aware.
