I see this in comics and TV all the time: kids being crossing guards or hall monitors. I have NEVER seen it in real life. It never happened at my school, and it has never happened at my daughters’ schools (different city).
I was a “safety” in 5th grade. My post was a small street near the school that was extremely lacking in foot traffic. Still, I loved the responsibility of helping the younger kids stay safe, though I spent most of my time getting truckers to honk their horns for me as they passed (which they did just about every single time).
Oh, and the “truncheon” line was very funny. I am seriously used to comics not actually being funny, so it took me by surprise, making it even better.
