You can stuff the tissues back in again, so your cat can “recycle” them. Cats don’t care. However, you have to hide the ones you want to use yourself.
Keep the tissue box in the bathroom upside down at all times. Not just because of cats, but also because of all the germs and bacteria flying around the bathroom.
