Yes, she may have to wear sneakers, and a doody bag, but service horses do not have to be miniatures.I have a prescription for a companion animal just for company. The restrictions for a service animals are much higher, and dogs and horses usually make the best service animals. With Esmerelda Dusty can qualify her as a companion animal, and while the court case is dragging on, have her trained as a service animal. Service animals are exempt federally from any local zoning ordinances which prohibit livestock.
