Think of all the revenue the city would earn if you ticketed drivers who refuse to use turn signals!! COP: I dont think the breast would goo for it. KK: How come? COP: It would take us away from ticketing all the skateboarders and jaywalkers.
Around here Jay-walkers tend to thin themselves out trying to cut across traffic lanes. Unfortunately it also causes lots of traumatized drivers who end up hitting and often killing them in the middle of the evening rush hours. I have little sympathy for someone who refuses to walk less than a hundred feet to a painted cross-walk and then legally stop traffic.
