There were lots of examples of that outlook in the last half of the 20th. Some individuals collected so much welfare through bogus filings that they filed middle class income tax returns.
The trouble is, the “system” often encourages gaming it. Not defending this at all, as it is clearly wrong, but a close relative did this with SNAP (food stamps): when she worked full time, so much was garnisheed (for student loans) that her take home couldn’t support her and her family. They did better getting food stamps and other modest income. Basically the system discouraged her from working. Yeah, I know, it is dishonest, not how SNAP is intended, she still owes for the loans, she made a choice to take out the student loans, and all the other arguments, etc. etc., and I may not have the whole story. Right or wrong, it is reality!
He can’t be eligible for Social Security if he hadn’t worked for a sufficient time, in order to make contributions into SS in the first place (unless things work differently in the Kingdom of Id, or perhaps he could be on Social Security Disability). Maybe he worked just enough to get SS but not so much as to keep him off the dole? Too many questions!
