Occasionally they actually do what they promised. And it doesn’t work.
But that’s OK, because they can promise to fix it. The word typically used is “reform”. Which means nothing, in objective terms. But it sure sounds good.
Or they promise to do more of it, and harder.
Either way, the “reform”, or doing it more or harder doesn’t work.
