I think there’s an error in the second panel. In response to the King’s reminding of the army’s promise to defeat the Huns, the soldier says, "You never keep any of your campaign promises. Why should “he”?" Or should it be, "Why should “we”?" That’s quite a glaring typo goof, I think.
